NEW ORLEANS — The City of New Orleans Department of Safety and Permits today announced the ongoing implementation of short-term rental (STR) changes recently adopted by the New Orleans City Council. To receive key updates and information, such as dates for training sessions and important deadlines ahead of the STR lottery process, residents are encouraged to join the STR email list here.
Earlier this year, the City Council passed an ordinance that expires all residential STR (RSTR) and interim STR (ISTR) permits on Aug. 31, 2023. STR owners in residential areas may be eligible for a non-commercial (NSTR) permit under the new rules. Pursuant to Section 26-617(g) of the City Code, non-commercial STR (NSTR) permits will be distributed through a lottery process. NSTRs must have an on-site live-in operator, who will also need to get an operator license.
Application period for NSTR permits ($50 application fee): July 1-14, 2023
Lottery: Aug. 14, 2023
Only complete applications will be accepted. A complete application will also require that the property has no outstanding electrical or mechanical violations, violations for work without permits, open building permits or unresolved zoning or addressing issues.
Applicants are advised to begin working on these issues and verifying their zoning and addressing status with the Department of Safety and Permits immediately. The following zones are eligible for NSTR permits: R-RE, M-MU, HMR-1, HMR-2, HMR-3, VCE, HMC-1, HMC-2, HM-MU, HU-RS, HU-RD1, HU-RD2, HU-RM1, HU-RM2, HU-B1A, HU-B1, HU-MU, S-RS, S-RD, S-RM1, S-RM2, S-LRS1, S-LB1, S-LB2, S-LC, S-MU, MU-1, MU-2, EC, CBD-1, CBD-2, CBD-3, CBD-5 and CBD-6.
